Tourist Complaint Helps Foil Visa Racket



Antalya, TURKEY, August 13, 2003 - A complaint laid by German tourist
Y. Sahebdien has led to the discovery of a visa profiteering racket at
Antalya Airport. Arriving at the airport on July 20, Sahebdien said
that he paid 10 Euros each for visas for his five-member family but
noticed that were given US$10 stamps in their passports.

Tourists who spotted the discrepancy have complained that airport
officials at international arrivals have been pocketing the difference
in the Euro-dollar exchange rate. An American tourist said, 'I came to
Turkey for three months. My passport has been stamped with 65 Euros as
if I am European. But they took 100 dollars from me'.


With half of the Turkey's tourists coming to Antalya, it is the most
important tourism center in the country. At Antalya Airport, which
receives about 40,000 tourists a month in the summer, the racket was
said to be making an estimated TL 1 trillion a month. Confirming the
visa profiteering, Antalya district treasurer Oguzhan Taskesen said he
had been assigned to the case nearly two months ago. "I investigated
the airport a couple of times after I was assigned here. I am also
aware of the abuse which was made by profiting from the exchange
difference; we are seeking solutions to the problem."


Visa prices vary from country to country. According to Finance
Ministry regulations, US tourists have to pay US$100 for three months,
and Europeans have to pay 65 Euros. Finance officers were found to
have given Americans European visa stamps for 65 Euros, but collected
US$100. This is said to be only one instance of the profiteering at
Antalya Airport. It is believed that certain tourists are made to pay
20 Euros instead of US$20.

According to this story, Health Canada scientists wrote repeated pleas
and
health hazard warnings over lead-tainted raisins being sold in Canada,
including a memo from a senior government scientist recommending they
be
removed from store shelves. 
Instead, internal government documents cited in this story show that
Health
Canada allowed raisins with alarmingly high levels of lead to be
imported
and sold for another growing season, partly to avoid undue hardship on
Turkish exporters. 
The story explains that some raisins were found by Health Canada's 
scientists in 1992 to be contaminated with lead, a substance that can 
devastate a child's brain development. 
In 1993, scientists found some brands of Turkish raisins had 110 times
the
lead level as raisins from other countries, prompting a three-year
flurry of
memos and reports within Health Canada that were obtained by the
National
Post under the Access to Information Act. 
In May, 1995, a senior scientist in Health Canada's Bureau of Chemical
Safety circulated a detailed analysis to the acting chief of the Food 
Research Division, calling the raisins "a health hazard" and
recommending
the product's immediate removal from retail sale. 
Dr. R.W. Dabeka was quoted as writing to Dr. J.F. Lawrence that, "For 
children from one year old to 19, the amount of lead ingested from the
raisins exceeds the total amount of lead ingested from all other
foods. The
presence of lead in raisins can have long-term health effects, such as
reducing IQ on some of the children consuming the raisins frequently.
The
risk, although limited to only a small segment of the population, is 
avoidable at only minimal cost." 
Dr. Dabeka added an unscientific aside: "On a personal note, my son's 
badminton coach recommended that he consume 0.5 to 1 kg raisins a
week."
"Suggestions for action: a) Immediately remove from sale any raisins 
containing greater than 0.8 p.p.m. [parts per million] lead; b) In
about a
year, stop import of raisins containing more than 0.1 p.p.m. lead," he
concluded. 
Health Canada accepted neither of the suggestions. 
No raisins were removed from sale and six months after the memo was 
circulated, a limit of 0.5 p.p.m. was set on raisin imports, allowing 
raisins to contain five times more lead than Dr. Dabeka had
recommended.
When the issue of lead-tainted raisins was first revealed by the
National
Post in April, Anne McLellan, the Minister of Health, was quoted as
saying,
"The conclusion of the risk assessment was that there was no
unreasonable
risk to health." 
The hundreds of pages of documents suggest that conclusion was far
from
unanimous within her department. 
In December, 1993, a Health Canada food chemistry specialist showed
how
widespread the raisin problem was: One importer alone brought about
61,000
kg of Turkish raisins into Canada that year and distributed them
across
Canada to about 50 bakeries. 
(The names of the brands and companies were deleted before the
documents
were released.) 
And in January, 1994, a Health Hazard Assessment concluded children
between
the ages of one and four could obtain 97.9% of the tolerable weekly
intake
of lead from the raisins alone under a "worst-case scenario" of daily 
consumption of raisin bread. 
"It is the policy of the branch to promote the minimization of lead
intake
from all sources," that report says. 
The documents, however, paint a picture of conflict between scientists
concerned about the effects of lead on children and bureaucrats facing
economic and political pressures. 
The story says Health Canada officials faced intense pressure from the
Turkish government, Turkish exporters, Canadian importers and even
Canada's
Department of Foreign Affairs, which became involved because of
tension the
issue placed on Canada's relationship with Turkey. 
The Turkish export union was incensed at Health Canada's concern over
lead
in its raisins. Some letters blamed the problems on Canada's testing
methods
and issued a "demand" of a curtail on action. Other letters offered a 
"standing invitation" to officials for free trips to visit Turkey. 
In June, 1995, a delegation of exporters from Turkey visited Health
Canada
officials in Ottawa. 
They argued against the imposition of lead limits on their raisins and
threatened to accuse Canada of breaching international trade
regulations by
applying a non-tariff trade barrier.
